Just add small amount of distilled water and that has fixed same issue for me. Means too much chemical and needs dilution

Then you should see the liquid turn darker after some time. In fact every time I've done this I've had to continuously add small increments of water but I recommend distill just because it's already a ph balanced and tap water has possible negative effects with what you're trying to accomplish hopefully this helps because just boiling the acid and the other substances is not enough to fully break it down separated water water water that is your answer
